Very rare US toy of the Pokemon Dialga from the Diamond Pearl era (2009). I collected Dialga for about 6 years and this is one of only two I ever came across. The Jakks Pacific toys were notorious among collectors for poor distribution, and I never found these in any physical store. As shown in the third photo, it has a different mold and pose than the other Dialga wheeled figures, which are all Japanese.
